In the recent World Economic Outlook, the IMF indicates that world output shrank by 3.5% in 2020. Despite all pessimistic expectations, the Turkish economy was one of the few countries to have a positive, albeit low, economic growth rate in 2020. 在最近的世界经济展望中，国际货币基金组织指出，2020年全球产出萎缩了3.5%。尽管所有悲观预期存在，土耳其经济却是少数几个在2020年实现微弱但正值的经济增长率的国家之一。然而，这种增长是以高昂的社会和经济成本为代价实现的。本研究考察了疫情期间这一经济增长带来的分配性成本，并提出了控制这些成本所需的经济措施。实证分析基于使用土国统计局（TurkStat）2017年收入与生活条件调查的结果生成2020年的不可得收入和生活水平数据。通过利用截至2021年3月的可用行业产出和就业变化，推导出土耳其统计局2017年调查中家庭收入的变化情况。研究实证表明，在疫情期间补偿经济损失需要广泛的财政支持措施来惠及家庭和企业。短期工作补贴政策似乎对改善因疫情可能恶化的收入分配至关重要。直接向家庭提供现金支持被认为是缓解贫困加剧严重性所需的重要政策措施之一。
